2. Vietnam entry regulations (from January 1, 2022)
– Eligibility: passengers departing from Japan to Vietnam.

– Pre-flight disease prevention and control requirements:

+ Test negative for SARS-CoV-2 by RT-PCR/RT-LAM method within 72 hours from the time of sampling/or sample analysis to the time of entry into Vietnam. Connecting passengers with extended journey times should be especially careful, as they will not be allowed to enter the country after 72 hours. This test does not apply to children under 2 years of age..

+ For passengers who have certificate of vaccination/vaccine passport or certificate of recovery from Covid-19 (foreign certification refer to the regulations on the website of the Consular Department):

a, Vaccinated the full dose of COVID-19 vaccine according to the instructions for each licensed vaccine (the last dose given within at least 14 days and not more than 12 months from the time of entry) and have a valid Certificate of Vaccination/Vaccine passport recognized by Vietnam government (or legalized/confirmed at competent authorities if such document has not been recognized for direct use in Vietnam).

b, Had been infected with SARS-CoV-2 (with a certificate of positive test for SARS-CoV-2 by single-sample RT-PCR method no more than 6 months from the time of entry) and recovered from the disease (with certificate of recovery from COVID-19 or equivalent documents certifying that the disease has been cured, issued by the competent authority in the country/territory of treatment).

+ For passengers who are not fully vaccinated according to the instructions of each licensed vaccine or do not have a certificate of recovery (including children under 12 years old): must have a confirmation of hotel reservation according to the list of eligible quarantine (minimum 7 days) or Certificate of eligibility facilities and equipment to ensure medical quarantine at home, certified by the Chairman of the People’s Committee of the ward/commune (specified in Document No. 5599/BYT-MT dated July 14, 2021 of the Ministry of Health).

+ For foreign nationality passengers:

a, Comply with Document No. 118/TB-VPCP dated March 21, 2020 of the Office of the Government, foreign nationality passenger must have a valid visa/visa waiver.

b, Must have written consent entry of the Immigration Department.

c, Install the IGOVN application before departure for immigration procedures and medical declarations.

+ For Vietnamese nationality passengers: Install the PC-Covid application for medical declarations.

– Post-flight disease prevention and control requirements:

+ For flights departing or passengers from countries with recorded Omicron variant: take a rapid antigen test for SARS-Cov-2 after landing, passengers pay at their own expense.

+ For COVID-19 fully-vaccinated or have recovered from COVID-19 passengers: during the first 3 days from the date of entry, passengers will self-monitor their health at the place of residence (including houses, hotels, motels, resorts, headquarters of representative missions, dormitories, guest houses of production and business establishments, …); not allowed to come into contact with people around, not to leave the accommodation.

+ For not COVID-19 vaccinated or not COVID-19 fully-vaccinated passengers: quarantine at the place of residence for 07 days from the date of entry.

3. Japan entry regulations:
– Eligibility: passengers of Japanese nationality, permanent residents and spouses, diplomatic guests, crew members.

Permanent residents are continuously permitted entry into Japan. Additionally, passengers with resident status (limited to those without visa restrictions) may enter Japan, unless they have traveled to certain restricted countries.

Currently, all entrants and returnees for Japan are required to submit an inspection certificate within 72 hours prior to departure and are subject to inspection upon entry. In addition, those who enter Japan from “designated countries/regions for mutant strains of particular concern for border control measures” and “countries/regions designated as countries/regions for COVID-19 other than those mutant strains of particular concern for border control measures” are required to wait at a place designated by the quarantine station (limited to accommodation secured by the quarantine station), and are subject to re-test on the third, sixth, and tenth days (depending on the designated countries/regions) counting from the day after entry. Those who test negative on the third, sixth and tenth days (depending on the designated country/region) will be asked to leave the accommodation secured by the quarantine station and stay at home, etc for the remainder of the 14 days after entry.

The countries/regions announced by the Japanese government as “designated countries/regions for mutant strains of particular concern for border control measures” and “designated countries/regions for COVID-19 other than mutant strains of particular concern for border control measures” are subject to change. Please check the Ministry of Health, Labor and Welfare (MHLW) website for the latest information.
